Can I get a pillar 3a account with Selma?

In order to open a Pillar 3a account with Selma, you need to work in Switzerland. All residents who generate income in Switzerland are allowed to open a Pillar 3a account.
There are a few edge cases, like for people with a “US status” of some kind, which you can check out here.
